I, by the blessings and Grace of the High God. I,H.M An Ard Ri ( The High King) of Riocht na TirNeart here by declare to all nations under heaven, that as King, The Title of ,King of Tara and High King of Ireland, will now also be applied to the Monarch of Riocht na TirNeart and the heirs of the throne. As An Ard Ri of Riocht na TirNeart and by descent of the Royal House of Brian and Brian Boru the High King of Ireland have claimed this title as legal and true.

Diplomatic Relations
We wish to make knowen to all that Riocht na TirNeart has entered into a treaty of Friendship with Bobbie of Bobalania and His Majesty Tsar Rudolfven Von Kolekovich of Jovikystan. This friendship is based on the following treaty:
May peace and prosperity come to exist between our two great nations. May all who see this and witness this come to know that we are friends and wish each other peace and security.
On this day we do formally agree to this pact of mutual recognition of our two states.
We agree to the following points as the fundamental bases of our friendship.
1. We acknowledge the right of exists of each others state and people.
2. we will not interferer in each others domestic issues
3. we will protect and defend each other image and reputation on the international stage.
4. we will support any other nation that seeks to harm or destroy one of us.
May the blessing and the benefits of such a venture become known to all.

Acht an Ard Rí
- The king will be called An Ard Rí .
- An Ard Rí will have a thorne name, which must be used in public and by the public at all time.
- An Ard Rí is the head of state and head of Government
- An Ard Rí is the personification of the state.
- On assuming the thorne of Riocht na Tir Neart An Ard Rí m as “an Mionn Rioga “ ( the royal oath) – Tá mé an Ard rí de Ríocht na Tir Neart promise and swear to God, I will up hold, protect and defend Riocht na Tír Neart agus Pobal na Ríocht na Tír Neart, Le cunamh dé”.
- After assuming the throne an Ard Rí must give an “fógairt Ríoga – ainm ríchathaoir”- declaring an Ard Rí throne name.
- An Ard Rí has the power and duty to formulate laws and then to enact them.
